Who we are
Tycee Belcastro Counseling LLC (“we,” “us,” or “our”) operates the website CounselingWithTycee.com and related public pages under the name Counseling With Tycee. Tycee Belcastro is a licensed marriage and family therapist in Oregon, Washington, and Colorado.
This Privacy Policy describes how we collect, use, share, and protect information through the website — including contact forms, email links, cookies, and analytics.
This policy does not govern psychotherapy or counseling records. If you become a client, your clinical information is handled under HIPAA (where applicable), state health-record and professional-licensing laws, and our separate Notice of Privacy Practices, which we provide at intake.
By using the website or submitting a form, you acknowledge this Privacy Policy. If you do not agree, please do not use the site or send us information through it.

What we do not collect on this site
We do not currently use an online scheduling system, client portal, or payment checkout on this website. Consultations are arranged by email or phone. If we add bookings or payments later, we will update this policy and name the vendor before collecting that data.
We do not knowingly collect information from children under 13. This public website is not directed to children. Counseling for a minor is arranged with a parent or legal guardian and is not started through this site.

We do not sell personal information. We do not rent it. We do not use website inquiry data to run third-party advertising or therapy-related remarketing.
3. Service providers (who processes website data)
We use companies that process information on our behalf to run the site:

Wix.com Ltd. (“Wix”). Wix hosts the website and processes forms and related site features. Information you type into a form is stored by Wix so we can read it and reply. Wix’s practices are described in Wix’s own privacy policy.

Google LLC — Google Analytics. If enabled, Google Analytics measures site use (pages viewed, device type, general location from IP, how you found the site). We configure Analytics without using it to sell your data or to run remarketing based on counseling inquiries. Google’s practices are described in Google’s privacy policy.

Email. Messages sent to CounselingWithTycee@protonmail.com are transmitted through that email service. If we later send newsletters through Wix or another provider, that provider will hold your address until you unsubscribe.
These providers may store data in the United States. We require them to use the information only to provide their service to us, except as they disclose in their own policies.
We may also disclose information if required by law, to protect rights or safety, or to a successor if the practice is transferred, with notice where required.
4. Washington consumer health data
Washington’s My Health My Data Act treats certain information as “consumer health data” when it identifies or is reasonably linkable to a person and relates to past, present, or future mental or physical health — including the fact that someone is seeking counseling — and when that information is not otherwise exempt (for example, some records already regulated by HIPAA).
A website form that includes your name, contact information, and a request for counseling can be consumer health data even though it is not your clinical chart.
Categories we may collect from the website: contact details; the fact that you requested counseling or a related service; free-text you submit about what you want help with; technical data associated with that request.
Sources: you; your device and browser; Wix forms and our email.
Purposes: to respond to you; to see whether we can work together (including license-state fit); to schedule by email or phone; and to keep a limited business record of the inquiry.
We collect or share this website health data only with your consent (submitting the form or emailing us) or as needed to provide something you asked for, such as a reply or a consultation.
We do not sell consumer health data. We do not share it with advertisers. We do not use a geofence around a mental-health facility to collect health data or to send related messages.
Categories of third parties that may process this data for us: Wix (host and forms); Google Analytics (site measurement, if enabled); our email provider.
Washington residents, and others whose consumer health data we collect in Washington, may request that we confirm whether we collect or share that data, access it, delete it, or withdraw consent to collection or sharing, subject to legal exceptions. Email CounselingWithTycee@protonmail.com. We will take reasonable steps to verify the request and respond within the time the law allows. You may appeal a denial in writing to the same address.

5. Oregon and Colorado
We are licensed to provide clinical services in Oregon and Colorado. The Oregon Consumer Privacy Act and the Colorado Privacy Act generally apply to businesses that process personal data at high volume or that sell personal data. We do not sell personal data and we do not expect those statutory thresholds to apply to this practice.
You may still email us to ask what website information we hold about you, to correct it, to delete marketing or inquiry records, or to opt out of email. If those laws later apply to us, we will honor the rights they provide.
6. If you are in the European Economic Area or United Kingdom
We process website data on the basis of your consent (forms and optional marketing), our legitimate interest in answering people who contact us, or steps toward a contract if you hire us. You may withdraw marketing consent at any time. You may also have rights to access, correct, delete, restrict, or object to processing, and to data portability, and to lodge a complaint with your supervisory authority. Website data is stored in the United States. Where required, we rely on appropriate transfer safeguards such as Standard Contractual Clauses.
7. Cookies and analytics
Wix uses cookies or similar tools that are needed for the site to function (for example, security and remembering a cookie choice). If Google Analytics is enabled, it uses cookies or similar identifiers to measure traffic.
You can refuse analytics cookies through the site cookie banner when it is enabled, or through your browser settings. Blocking analytics cookies does not prevent you from sending an inquiry. We will not treat analytics cookies as “strictly necessary.”
8. Security and retention
We use reasonable administrative, technical, and physical safeguards. No website or email transmission is completely secure. Prefer CounselingWithTycee@protonmail.com for sensitive messages, and keep website forms brief.

9. Your choices and requests
To access, correct, or delete website information, to withdraw consent, or to unsubscribe from email, write to CounselingWithTycee@protonmail.com. We may need to verify that the request comes from you. We will not deny website use solely because you exercised a privacy right the law gives you.
Requests about a clinical record are made under the Notice of Privacy Practices, not this page.
10. Telehealth and licensing
We provide counseling only to people located in Oregon, Washington, or Colorado at the time of service, except where law allows a limited exception. This website is for information and first contact. It is not treatment, crisis care, or a doctor–patient or therapist–client relationship by itself.
11. Changes
We may update this policy. We will post the revised version with a new “Last updated” date. For material changes we will note them on this page and, when we have your email, notify you when practical.
